• European norm EN 61010-031 governs the classification into categories (CAT I to CAT IV, see illustration). These categories specify in which part of the power installation the work is done and which requirements are applicable. The higher the CAT, the more stringent the safety requirements. • For handheld measurement equipment, the norm stipulates more rigorous requirements. Current-conducting components must not be able to be touched (dependent on the likelihood of touching the component). Furthermore, the insulation of a solid-core cable or stranded cable has to be reinforced or double-insulated to allow any wear to be recognized in time (two colour). • The category will be marked on the measurement device in Roman numerals. If no category is marked, the device may only be used for measurements in category 1 (CAT I).

Measurement categories according to IEC 61010-1
• Applies to mains-independent measurements, i.e. measurements performed on devices not directly connected to a mains supply. E.g. battery operated items, telecommunications systems or cars (not hybrids or electric cars) • Measured voltage range: 33V AC/70V DC
• Applies to devices that are connected to the mains supply, but which are not part of the electrical installation. E.g. electrical household appliances, lamps or machines and devices that are connected to the mains power supply.
• Applies to measurements performed within the building installation and/or the distribution system. E.g. Power outlets, switches and general building installations.
• Applies to measurements performed outside the building installation (input side = mains power supply of the electrical utility company).
